To Dos are not translated to Japanese

Issue/Introduction

Steps to Reproduce

1. Add To Do module in a blueprint
2. Associate the blueprint to a project
3. open the project
4. Go to Settings>>General 
5. Change the language to Japanese
6. Close the window

Expected Results: On refresh everything is translated to Japanese

Actual Results: To Dos are not translated

Will not fix.

PPM has a long history and established terminology. TO DO is left in English in the entire UI for Japanese. The same for TechDocs content. The translation choice was to keep it in English and this was applied consistently across all strings in the UI (and Documentation) content
