We would like to create a notification for Knowledge documents when the subject expert changes.

Out of box, you can use activity notification(Administration-->Notifications-->Activity Notifications and search for code KD%) to set up notification for some knowledge document activities like assigned, published/unpublished, rework version created etc. However, there is no activity notification for "subject expert" change.
Can you create one by click on the "Create New" button? You can create one but it won't do anything until you write your custom spel code to add some action to it...similar to you add a custom trigger with custom spel code for the trigger action. Writing this spel code is not supported though( meaning you have to write your own code, test it, implement it and maintain it).
