1) Enable NTLM SSO for CA xFlow.
2) Recycle CA SDM Windows service.
3) Try to log in to CA xFlow, it will fail.
4) Recycle CA xFlow service, it will now work again.

The reported behavior is expected. Since the XFlow Services daemon needs a Slump ID to connect to the SDM slump. Once the SDM services are restored, the existing slump ID gets terminated, hence the failure of XFLOW to respond.
When SDM services are restarted, even XFlow services will also be restarted. There is no alternative approach to providing a dynamic ID.
