VCO services not getting auto-restarted after reboot

Issue/Introduction

Whenever reboot of VCO is performed, the VCO services won't come up automatically and they need to started manually.

Environment

All Velocloud SD-WAN versions

Cause

VCO services will not be coming up if cloud-init is disabled. It could be verified if the below file exist. Customer has to start the services manually.

Resolution

Expected behavior if VCO cloud-init file was disabled. Always recommended to enable cloud-inti file.
