Issue/Introduction

The 12 hour time in the setting isn't reflected in the chart.  It seems to go back and forth from using the two different formats when selecting different timeframe Display Formats:

Cause

The trend chart use 24 hour formatting, as the user settings is for the Time Picker control. All the charts use 24 hour time (regardless of the user preferences) due to the difficulty in measuring the widths of 12 hour times in some languages when working out how to fit things on the X axis. 

We never show AM/PM on trend. The generated CSV exports and the time stamp output in tables honors the user settings.  As well as the time selector control will honor the time and date format setting for user.

The GUI needs to override the user settings not just regarding the 24 versus 12 hours time display format, but the date display format with trend charts that use time value in the X-Axis.

Resolution

We use the time format preferences in user preferences EVERYWHERE except on an axis in a drawn chart where we always use 24 hour format. This is due to the difficulty in measuring 12:00 PM vs 3:00 AM when laying out the spacing of the labels. 12 hour formatting is only available for English.

There's a slight difference in heat charts where the view properties themselves have a time format property.
