UIM - Monitoring Configuration shows unexpectedly some text translated and Alarm settings

Issue/Introduction

When the browser has a language other than English configured at the top of the list, we see the following:

Notice that the Alarms have been added to the right hand side and that some of the text has been translated.  Most of the other text remains in English.

After switching the language in the browser back to English, the behavior reverts to the expected settings.  The Alarms settings are removed when the page loads and all text is English:

UIM 23.4 CU1 and CU2

Resolution

UIM 23.4 CU3 (when released) contains the fix for this defect.
