OPSCMD getting a return code 44 sending a command to a remote system

Issue/Introduction

Issuing the OPSCMD (OC) command from a rule or REXX program:

Address TSO

"OC C('D A,L') SYSID(SYSA) NOO"

The trace of the execution shows a return code 44:

OPS0997T +++      RC(44)

Cause

The SYSID to where the command was destinated was not connected to the local system  via MSF 

Resolution

Possible solutions:

1) Check the MSF connections and activate the remote system

2) Use the z/OS ROUTE command instead of relying on the MSF connections if the systems are in the same SYSPLEX. For example:
