Modern Transaction Workspace Filter Does Not Display Resource Department Lookup Values

Issue/Introduction

When in the Transactions > Posted Transactions, using the filter for Resource Department 
no values are displayed, even though the transactions are listed and display the column.

Resolution

The following rights are needed:

Posted Transactions - View All
Transactions - Navigate
Department - Navigate 
Department - View - All
