Resolution

Specify Sysparm UNMOVEAR with a Y.
Valid for ARCHIVE, BACKUP, BACKUPCC, RESTORE, RECOVER, and VRECOVER.

The default value of N for this sysparm prevents Disk from moving unmovable data sets during archive/backup and restore processing. Disk™ Backup and Restore does not officially support unmovable data sets and therefore cannot guarantee the integrity of the data set after processing it. To permit archive/backup and restore processing of unmovable data sets, specify this sysparm with a value of Y.
