API STC fail with U4038 abend

Issue/Introduction

The server task that host Topology UI is failed to start with U4038 abend.

Cause

Extractor Aggregator job wasn't finished

Resolution

The extractor aggregator job should be finished prior to starting API STC because that job will create topology.db file that is proceed by API STC.
