Issue/Introduction

Upgrading an Oracle environment to 16.2.3 with a large number of attributes in the resource object, fails with an error ORA-01489: result of string concatenation is too long when processing the following file: POSTUPGRADE_WORK_PLAN_RESOURCES_VERSION_ID.xml

STEPS TO REPRODUCE:

1. Resource object on the affected environment has got nearly 200 attributes
2. Upgrade from 16.2.2 to 16.2.3

Expected Results: Upgrade to be successful
Actual Results: Upgrade fails with error:
Process - post-upgrade: POSTUPGRADE_WORK_PLAN_RESOURCES_VERSION_ID.xml

java.sql.BatchUpdateException: error occurred during batching: ORA-01489: result of string concatenation is too long
