Issue/Introduction

Upgrade to 16.2.3 fails, from 16.2.2, with the following error message in the install.log:

Process - post-upgrade: POSTUPGRADE_UPDATE_TELEMENTRTY_JOB_TIME.xml
java.sql.BatchUpdateException: error occurred during batching: ORA-06550: line 24, column 41:
PL/SQL: ORA-02000: missing WITHIN keyword

POSTUPGRADE_WORK_PLAN_RESOURCES_VERSION_ID.xml

Cause

Usage of Oracle 12c.

Resolution

The error was not observed when Oracle 19c was used instead.
