Staffing Workspace: 'In Scenario Mode' - Non-Labor Allocation bars are not immediately moving when the investment dates are moved

Issue/Introduction

Summary: Only Labor resource type allocation bars are moving when the investment dates are moved 'In Scenario Mode'. The non-labor resource bars are not moved until the page is refreshed. 

Steps to Reproduce:

1. Create an Investment with Labor and all types of Non-Labor resources 
2. Navigate to Staffing Workspace : Allocations By Investment tab 
3. Filter for the newly created investment  
4. Create a new scenario (or use an existing one) 
5. Expand the Investment grouping 
6. Drag and drop the Investment bar forward, to the right 

Expected Results: All resource type allocation bars should move when the investment is moved. 

Actual Results: Only Labor resource type allocation bars are moved. 

Workaround: Manually refresh the page.
