When you execute the URT before the 16.1 upgrade, you get a warning for Single Tier Validation

Issue/Introduction

You are executing the URT before the upgrade to 16.1 and you get the below warning during Single Tier Validation:

    Single tier installation is no longer supported in 16.1 release.
    It must be migrated to a two-tier deployment.

FAILED: Unable to find matching schema profile DSH_Preload_X_b.pls

After that the URT stops.

16.0 up to RU2

Cause

Single-tier installation is no longer supported.

Resolution

 You have to migrate to two or three-tier deployment as per Migrating to a Two- or Three-Tier System. After you migrate your Enforce, you need to remove your single-tier's detection server, which uses 127.0.0.1 address, from the Server Overview.
