Salt-minion being deployed twice causing build to fail in Aria Automation

Issue/Introduction

There are two ways to deploy a salt-minion from Aria Automation Config. The first is to use the cloudConfig section of the blueprint. The second is to specify a cloud.saltstack section in the blueprint. If both sections are specified in a blueprint then there can be issues such as the minion being deployed by both processes and causing the build to fail.
