When install Harvest 14.5 client on Windows machine, PEC is not installed. For example, you won't see this folder at all
C:\Program Files (x86)\CA\SharedComponents\pec
No error is logged in any Harvest log files. As a result, the installed client can't connect to broker.

If you have CrowdStrike anti-virus installed on the machine, there are two possible solutions:
If you don't have CrowdStrike, contact Broadcom Support.
Note: disable CrowdStrike alone does not allow PEC installation and you have to uninstall the XUMD component.
