You configured an endpoint policy with the Endpoint Prevent: Block action but the blocking popup is not showing on macOS devices. Your response rule is configured with "Allow user to enter text explanation" but default Justifications are not enabled in the response rule via "Allow user to choose explanation" unchecked:

This is a known issue.
This is a known issue and will be fixed in a next release after 16.1. A workaround to this is to enable "Allow user to choose explanation" and select at least one built-in business justification.
This is only applicable to macOS agents. Windows agents present the popup correctly.
