Issue/Introduction

Usually this means that the billing profile is part of the partner customer.  Without access to the billing profile, the platform can't recommend shared scope as that billing account may have other subscriptions that the end customer doesn't have access to.

Resolution

Giving shared scope recommendations are risky as the platform couldn't guarantee that the RIs would apply to the end customers usage.
