TSS0945I INVALID OR MISSING PASSWORD  -   PKCSPASS    
TSS0301I  CHKCERT  FUNCTION FAILED, RETURN CODE =  4

The password is correct.
 
Openssl 3.x was used to create the certificate.

Resolution

When exporting the certificate from OpenSSL 3.x, need to specify "-legacy" and "-descert" on the export command.
