Issue/Introduction
Not able to update concurrent capacity off Virtual service on VSE dashboard.
Environment
All supported DevTest releases and platforms.
Cause
Will cause these types of errors on the VSE logs if not set:
"License blocked capacity larger than 1."
"Transaction processing speed is being gated due to licensing restrictions."
Resolution
In local.properties, set lisa.vse.performance.enabled=true.
You must restart the VSE.
