ESP WOBTRIG not firing after agent upgrade

Issue/Introduction

Having issues with WOBTRIGs which are supposed to run once files are placed. But even after files are in place, the related events didn't trigger:

Environment

Component: Workload Automation System Agent
Release: ALL

Cause

The database files that contain the related file trigger threads were not copied over from the previous agent.

Resolution

After the agent upgrade, it's not recommended to copy the database files over.

Therefore the ESP events with WOBTRIGs to the agent need to be updated/reloaded to rebuild the file_trigger threads. 
Note:  Any active FILE_TRIGGERs (defined in ESP Procedure/application) should be resubmitted.
