Changing language does not fully translate some items

Issue/Introduction

When you change the language from English to a different language (e.g.: German, Spanish...), some labels show their identified instead of the expected translated text.
After logout, clearing browser caches and login, these will show the right translated text, however, other text that was previously showing up correctly translated, will now display in English.

Steps to Reproduce:

1. Clear all browser temp files. Important to select 'Everything'/'All Time' or equivalent.
2. Log in to Clarity.
3. Set to English, log out, and repeat Steps 1 and 2 if language was not set to English.
4. Navigate to Projects grid view.
5. Change language (locale change is not needed) to German.
6. Close Settings dialog. The page will automatically refresh.

Expected Results: All text is translated to German.

Actual Results: Some text is not translated to German and show an identifier, like the Quick Search box ('global.actions.searchOoo'), some labels in the Settings dialog...

7. Close browser and repeat Steps 1 and 2.

Expected Results: All text is translated to German.

Actual Results: Some text that was showing identifiers previously is now showing the correct German labels. However, some other (different) text ('Projects' title, 'Actions' menu, 'New From Template' button, Avatar menu items, Settings menu items...) now appears in English.
