What rights are needed to display the project notes in the Classic UI?

In order to display the Action link : Go to Notes page,
are there specific rights that are needed?

 

Resolution

1. Just the rights alone: 

Project - View Management - All
Project - View Access Rights - All

do not give the Action link.

2.
The right: Project - Edit Management - All
allow users to see the project notes

Note: Even when the right: Project - Edit Management - All
is provided to a user, that will only allow the Action link to display to the add and view notes, however there is no other right to add or delete a note.
