hub tunnel error - unable to get issuer certificate

Issue/Introduction

One of my tunnels stopped connecting after working fine for a long time.

In the hub GUI I see an error that says "Unable to get issuer certificate: The issuer certificate could not be found: this occurs if the issuer certificate of an untrusted certificate cannot be found."

Restarting the hub makes the error go away, and the tunnel connects, but the error comes back after a random long period of time.

Environment

DX UIM hub tunnels 
hub 23.4.0

Cause

OpenSSL issue

Resolution

Upgrading from hub 23.4.0 to hub 23.4.1 or higher should resolve the issue.  This will upgrade the OpenSSL libraries from v3.0.11 to v3.0.13.

If this issue is seen with hub 23.4.1 or higher, please contact support for further investigation.
