within the Login Settings, Login Notification panel does not generate an email. The screen just momentarily flashes.

Cause

That is not the prescribed method for inserting an email  'link' 

Resolution

the URL that opens the registered email client starts with mailto protocol, as an example, the corresponding markdown syntax for a link is:

[[email protected]](mailto:[email protected])
