Content library is fetched even when the cloud is configured to not use content library

Issue/Introduction

In a vCenter or NSX-T cloud in Avi, the controller fetches the content libraries by making the API call to vCenter irrespective of the cloud being configured to use content libraries or not. 

Environment

vCenter and NSX-T based cloud environments. 

Cause

UI workflow doesn't take into account if Use Content Library option is configured in the cloud. 

Resolution

UI workflow is enhanced to only fetch the content libraries if Use Content Library option is configured in the cloud. 

The fix will be available in 22.1.7-2p2 version.
