ConnectALL error when synchronizing a Jira work item to Rally when Jira has a parent in an inaccessible project

Issue/Introduction

Synchronization of an item fails when the Jira work item has a parent that exists in an inaccessible project and parent mapping is enabled for that work item type.

The following error may be visible in the logs:
