New users cannot see complete events of the host randomly in vCenter 7.0

Issue/Introduction

When create a new user and assign a role to it. The new user cannot see the complete events of one or more ESXis compare to the default administrator account.

Even if the administrator role is assigned to the user, the issue still occurs.

Environment

vCenter 7.0

Until VC7.0U3s, the problem still exists.

Resolution

The problem is solved only when the user is assigned to the administrator group.

In vCenter 8.0, the issue do not occur, the user can see complete events of all ESXis even if read-only permissions is assigned.
