Job attribute avg_runtime does not show up in certain scenarios

Resolution

Job attribute avg_runtime is one attribute that cannot be displayed via autorep.

In addition to this, with some of the architectural changes made in 12.1.01 (12.1 SP1) or higher, it behaves differently in the WebUI also.  Below is the expected behavior
