Issue/Introduction

AlarmNotifier is calling the ClearScript twice when an alarm is cleared causing duplicate notification to be sent.

Cause

The SEND_ALARM_DELAY parameter was set the 0 in the .alarmrc file. 

Resolution

Set the SEND_ALARM_DELAY parameter to 1000(default value)  in the .alarmrc file and restart AlarmNotifier.
