Installing PCK.AUTOMIC_UTF8_DB throws version 12.3 error, requires 21.0

Issue/Introduction

When attempting to install PCK.AUTOMIC_UTF8_DB version 1.0.4 on a 12.3 system using the automatic install from plugin manager, the following error occurs:

You are running on AE version 12.3.9. This Pack requires at least AE version 21.0.0

Environment

AE: 12.3
Installing PCK.AUTOMIC_UTF8_DB to upgrade to 24.X

Resolution

A future version of the pack should be able to be installed on 12.3 without a manual change.  The version 1.0.3 pack (or earlier) can be installed.  Additionally there is a workaround discussed here: https://community.broadcom.com/question/can-we-directly-upgrade-from-123-to-v24#a06ab18e-2ecd-477f-ae76-01922331bc89
