Issue/Introduction

If your account is FlexOrgs only managed (Does not have "Organizations" or "Roles" listed under Setup > Admin), then you need to make sure you have UserGroups created before sending out invites.

Resolution

If there are no UserGroups then invite emails will not be delivered.
