SSM is not responding to DOWN_UP nor UP_DOWN situations even when the MODE of the resources are ACTIVE.

Changing the MODE to ACTIVE will trigger the SSMBEGIN rule and its WTOR:
xxx SSMBEGIN Enter desired Stateman startup option (1-5) and/or mode (A/P/I):
In this case, as it is not an IPL situation, the WTOR should be replied with "4A":
4 - set the DESIRED_STATE of the resources based on the value of the CHECKPOINT_STATE column
A - set STATEMAN mode to ACTIVE
