Non English translation Cost plan 'Compare to' attribute not as expected.

Issue/Introduction

In a Modern UX Projects Financials Cost Plan instance, the 'Compare to' attribute has 'Select' incorrectly translated when the
user language is not English

Steps To Reproduce:

1. Login into Clarity Modern UX and open a project with a Cost plan
2. Open the Cost plan instance and you see that the 'Compare to' field has an initial value '-- Select --'
3. Now change the user's language to say German.

Expected: The 'Compare To' initial value is correctly translated in German

Actual: The 'Compare To' initial value is wrongly translated and is meaningless
