Pcap on vlan interface is failing with the log "Failed to upload diagnostic bundle: not all arguments converted during string formatting"

Issue/Introduction

When attempting a pcap on a vlan that is not assigned to an interface, the capture will fail with the following error:

 "Failed to upload diagnostic bundle: not all arguments converted during string formatting"

Cause

The vlan is not assigned to an interface and cannot run captures.

Resolution

Pcaps on unassigned Vlans are not supported.
