In a federated NSX environment, when you navigate to the Location Manager, each of the LMs show a red coloured error status that says:
Error: General error has occurred. (Error code: 100)
You have recently replaced the certificates using a script, in the Local Managers (LMs).
The error looks as seen in the screenshot below:

In NSX, the Federation feature uses certificates to secure communication between Global Mangers and Local Managers in each site.
This error occurs because certificates were recently replaced on the LMs and the GMs do not have the updated LM certificates to be able to communicate with them.
Reboot all the Global Managers (active and standby). When rebooted, the Global Managers (GMs) will refresh all of the Local Manager certificate info contained in them, and this will resolve the error in question as well as allow communication to resume between the GMs and LMs.
