The DRAS was stopped. When it was restarted, it started to loop and kick out 155 million lines (CAHFMTK015E messages). DRAS was cancelled and restarted again and then it behaved normally.
Why did the looping condition occur? Is there another component DRAS was attempting to connect to outside of the environment? Maybe a "sequence of events" type of thing during shutdown?
14.0 DRAS on z/OS
The DRAS error, it seems resulted when something went wrong with the connection to CCI. It's likely a one-time situation, since DRAS was subsequently restarted successfully.

Reason:
Error Message—During initialization, the server task was unable to establish connection to CAICCI (Common Communication Interface).
Action:
The server task will end due to this error. Verify that CAICCI and CCITCP tasks are active. If not, start CAICCI and CCITCP and then start CA DRAS. If the problem persists, contact CA Support for assistance.
CAHFMTK002E
Failed to terminate CCI communication
Reason:
Error Message—the CAICCI communication link could not be properly closed when the CA DRAS task was shut down.
Action:
If the CAICCI and CCITCP tasks are active, check to see if any error messages or abends have occurred.
Something was out of synch during the first restart. The customer already followed the best advice to recover should the scenario recur, and that is to recycle again as soon as the looping condition is noticed. In addition, if there's another request to recycle DRAS in the future, look for the looping condition and the CAHFMTK001E/CAHFMTK002E messages in the CCITCP STC output.
The CAHFMTK001E/CAHFMTK002E messages are from the CCITCP Task. Analysis determined that something strange happened on the day the "looping" occurred. The number of lines in the CCITCP log file from that day was 53-times greater than the next highest daily lines total. There was some CCI distress at the first attempt to recycle. The components Web Viewer, CCI, DRAS and Repository Agent (usually View) being necessary for successful operation, with CCI having issues that's kind of like pulling the carpet out from under Web Viewer and DRAS.
