NSX-T version mismatch after out of band Upgrade

Issue/Introduction

Out of band NSX-T upgrades carried out on the environment may lead to the version in SDDC manager not being updated with the correct NSXT upgraded version. 

You can validate the version of NSXT stored by the SDDC Manager by running one of the following command options: 

API:  https://{api_host}/v1/nsxt-clusters

or 

SDDC Command line: psql -h localhost -U postgres -d platform -c "select id,cluster_fqdn, version from nsxt;"

VMware Cloud foundation 5.x
VMware Cloud foundation 4.x
