Feature "Rename 'Common Investment' to 'Investment'" does not get enabled by upgrade to 16.2.3

Issue/Introduction

Feature toggle called Rename 'Common Investment' to 'Investment' was introduced in 16.2.2 and supposed to expire in 16.2.3. It was set by user to disabled in 16.2.2 and remains disabled, although hidden, after upgrade to 16.2.3

STEPS TO REPRDOUCE:

1. On 16.2.2, go to MUX Feature Toggles
2. Note the feature Rename 'Common Investment' to 'Investment' – set to enabled and expires in 16.2.3
3. Disable the feature
4. Now upgrade the system to 16.2.3

Expected Results: the feature Rename 'Common Investment' to 'Investment' to be hidden and force enabled by the upgrade to 16.2.3

Actual Results: The feature is hidden but remains disabled

Workaround:

1. On the Clarity server, run the command
   admin toggle-feature F31480_RENAME_COMMON_INVESTMENT 1
2. Clear the caches or restart the services
