Accessing Radius configuration appears the error PAM-CM-0039: Unable to perform the operation.

Issue/Introduction

When we go to configuration - third party - RADIUS and TACACS and we try to see the configuration defined, we get error

Error: com.ca.pam.rest.NDGRestException: PAM-CM-0039: Unable to perform the operation. 

Environment

PAM 4.1.x, reproduced in 4.1.7

Cause

WE login with config user and this user has no rights to access this part of the PAM appliance, this cause this error message. The error appears only when login with config or an user without enough rights.

Resolution

Login with super user / PAM Administrator the error message does not appear.
