Watcher Uproc occupies non-simultaneity or incompatibility class

Issue/Introduction

When Watcher Task is started the parent Uproc visible in Job Runs occupies the non-simultaneity or incompatibility class set on the Uproc.
Consequently, the child Uprocs cannot run at all, while the goal was that the children wouldn't run simultaneously.

Steps to reproduce:

• Create a File Resource
• Create a Class
• Create an Uproc with 
  • a non-simultaneity on itself
    or
  • an incompatibility class on itself
• Create a Watcher Task with the Uproc and the File Resource
  Once the Watcher is watching create the file that triggers the Watcher

Expected behavior: The child job runs
Actual behavior: The child job remains in Event Wait until the Watcher is canceled or finished.
