A user is seeing Identity Manager pages display in Chinese (zh_CN) even though the management settings have "Enable Language Switching" disabled:
In the case reported above, there was only one user who reported the problem. No other users, internal or external, within or from outside the corporate VPN experienced language or localization issues within the Identity Manager environment.
The original problem showed Chinese (zh_) as the locale on the user's browser and it turns out that the laptop was issued by the user's Chinese employer. There was likely a browser, OS, web proxy, or related configuration for Chinese that caused the initial problem.
For similar occurrences in which isolated language issues occur check with the end user's computer administrator for analysis.
Check for customized browsers, OS settings, proxy servers, or spyware.
It may also be helpful to capture an http browser trace to determine if there is some redirection, or other activity in the http session causing the unexpected language to display.
