Connection to vCenter is continuously failing for one of the VMware Cloud Director cell

Issue/Introduction

• On VMware Cloud Director (VCD) UI you can see the task reported below continuesly repeated:
  Started connection to VirtualCenter vcloud.example.com (####-####-####-####)
• The connection to vCenter tasks always fails for one of the cells and in VCD UI the failed task details reports below:
  null - Loading low priority container configuration failed - class path resource [lowpriorityprops.yaml] cannot be opened it does not exist
• It is not possible to collect the log bundle for the cell for which vCenter connection fails.
• If you SSH the cell reported on the error, there are no VCD services running and all the VCD directory like /opt/vmware/vcloud-director/bin/ are empty.

Cause

The affected cell is corrupted, VCD services running and all the VCD directory like /opt/vmware/vcloud-director/bin/ are empty.

Resolution

Redeploy the affected cells following the Deploy the VMware Cloud Director Appliance by Using the vSphere Client documentation.
