APM Infrastructure Agent Webserver Monitor is not using the "Permissive' attribute correctly

Issue/Introduction

I have deployed agent 24.7 webserver- monitor, configure the Permissive attribute but I get the below SSL error

I do not have this issue if I switched to previous agent version 11
