Issue/Introduction

Customer is wondering about APMIA extension deploy and removal ... seeing lots of waiting for lock / giving up on ADDING extension as well as REMOVING extension.

This is affecting their automatic deployments / upgrades. 

Current ask is: Explanation of the extension locking mechanism and 1) if something has changed 2) how to ensure that the extension lock can be acquired at deploy and removal time.
