After having made changes to the 'Spectrum Configuration' page and clicking on the 'Restart OneClick Server' button (for changes to take effect) the
spectrum user (owner) seems to have lost administration capabilities.
Stopping and restarting OneClick tomcat does not correct the problem.

The OneClick Server did not properly restart leaving a socket bound causing a problem with the VisiBroker client on startup

Reboot the OneClick server to free the hung socket allowing OneClick to properly start.
