When running a Publish Job does queuing happen using a file as Target

Issue/Introduction

In application.settings there is a property to set up to queue jobs on the Target.

It works for RDBMS table as Target, does choosing file as target have the same affect?

Environment

All supported TDM releases.

Resolution

It should not, there is no reason for queuing since the output file is unique for each job.
