When we move a field on the screen in a configuration for Legal Cost Object and save the configuration, the field re-appears in its original position on the screen.

Above the fields listed on the form there is a "grid" containing the same field names. Fields must be defined in the grid before placing on the screen. If the "drag and drop" method for moving fields does not work, the workaround is to delete the fields from the screen you are developing and add them again in the desired order.
For example, if you click the "Legal Document" tab, then, next to "Configure" click the "ON" link, you can configure how the various sections of a legal document are displayed. In this illustration I selected the "Costs" section and can see the "grid" just under the "Cost" header, and the fields just below that.
If dragging and dropping the fields does not successfully reposition them, the next alternative is to delete the fields from the grid and add them back again in the order in which you want them to appear.
