OVF tool failure trying to install vCenter from a windows machine

Issue/Introduction

When installing vCenter Sever you the installer gets stuck at initializing and never completes.

 

Investigating the ovftool.log you see the following error

Environment

vCenter Server 7.0

 

Cause

This is an OS specific error and outside of the scope of VMware.

Resolution

Installing from another windows machine resolves the error.
