What is the trigger for the APMIA error "Enterprise Manager responding too slowly, disconnecting"?

Issue/Introduction

Seeing the "Enterprise Manager responding too slowly, disconnecting" error message in our APMIA logs and would like to know what triggers this error.

Our network team is looking to understand how this watchdog process works.

e.g. 

 [WARN] [IntroscopeAgent.InfrastructureAgent] Enterprise Manager responding too slowly, disconnecting"

Resolution

The network vendor is still investigating.  But we know this is not an APM issue. All we know a the moment is as soon as we switch to the new proxy URL we get a lot of agents receiving these messages. It’s almost like they can’t handle the amount of traffic.

Additional Information

- The agent disconnecting and quickly reconnects. 

-Seeing an additional message something like this:

Enterprise Manager responding too slowly, disconnecting
[WARN] [IntroscopeAgent.Agent] Heartbeat: Agent, Behavior: Connection Watchdog has been running for excessively long time 

- The messages indicate an overloaded APM cluster, cloud proxy, or agent(s).
